Under the Management of Health and Safety at Work Regulations 1999, every employer must appoint one or more competent persons to assist in complying with health and safety requirements.

A competent person must have the right combination of training, experience, knowledge, and qualities to help identify hazards, assess risks, and put practical controls in place.
